Is China poor? Key question at climate talks

BONN, Germany (AP) - The latest round of U.N. climate talks has failed to resolve how to share the burden of curbing man-made global warming, mainly because countries don't agree on who is rich and who is poor.

China wants to maintain the current division between developed and developing countries, bearing in mind the historical emissions of heat-trapping gases that scientists say could cause catastrophic changes in climate.

But U.S. negotiator Jonathan Pershing said that system is not going to be 'applicable' in talks on a new global climate pact set to be concluded by 2015.

The dispute held up two-week talks ending Friday in Bonn, delaying decisions on the agenda and appointing officials to guide the talks until the last day.
